Note: The methods described herein are best used on JPG photos. You might be able to use these on straight PSD files but I'd advise against itFirst off, you will need to have an image file open that you would like to frame. Now, with your pic open, select the Rectangular Marquee tool and make a selection that starts at almost the upper left-hand corner of the image and drag the marquee down to just about the lower right-hand corner. With the section made, go to [glow=red,2,300]Edit[/glow] and select [glow=red,2,300]Cut[/glow]. It's extremely important to keep in mind that ONLY what is selected will be cut out of the canvas. With that done, go to Filter, Blur and choose Gaussian Blur. Here, you can take the blur amount as high as you want as it won't mess up the entire image (just the border) With all this done, go back to [glow=red,2,300]Edit[/glow] and, this time, choose PasteWhen you're finished, you should have something like this
